Study Overview & Land Use Proposal

Ngau Tam Mei (NTM) is situated to the northeast of Yuen Long Town, within the Innovation and Technology (I&T) Zone of the Northern Metropolis (NM), adjacent to the San Tin Technopole (STT). Upon completion of the planned Northern Link (NOL) Main Line, NTM will only be one station away from STT and well connected with the rest of NM and the urban area. Through the proposed cross-boundary NOL Spur Line and new Huanggang Port under construction, NTM will also enjoy easy access to the Hong Kong-Shenzhen I&T Park (HSITP) in the Loop and Shenzhen.

The NM Action Agenda promulgated in 2023 stated that NTM would reserve land for post-secondary institutions, with a focus on scientific research to complement the I&T development in STT, promoting “research, academic and industry” collaboration. The 2024 Policy Address further announced that the Government had earmarked at least 80 hectares (ha) of land in NM (NTM, New Territories North New Town and Hung Shui Kiu/Ha Tsuen New Development Area (NDA)) for the NM University Town (NMUT). Land has also been reserved in NTM for developing an integrated medical teaching and research hospital (Integrated Hospital) and the third medical school.

UniTown@NTM

To realise the vision of the Government in developing NMUT, about 46 ha of land in NTM has been reserved for UniTown@NTM. We will encourage local post-secondary institutions to introduce more branded programmes, research collaboration and exchange projects with renowned Mainland and overseas institutions in a flexible and innovative manner, elevating Hong Kong’s academic and research to new heights in the world; nurture high-end talent to support the I&T development of surrounding areas such as STT; promote integrated development of education, technology and talents; and promote Hong Kong as an international hub for high-calibre talents.

Integrated Medical Teaching and Research Hospital and Third Medical School

About 9 ha of land has been reserved in NTM for a new Integrated Hospital with about 3,000 beds. Apart from providing a comprehensive range of healthcare services for the existing and new population in NM, the Integrated Hospital will also be a teaching and research hospital, accommodating teaching, training and research facilities where medical and healthcare professionals will be trained and clinical trials and research conducted. The Integrated Hospital will complement the development of life and health technology industry in STT and Hong Kong at large, promoting “research, academic and industry” collaboration.

Land has also been reserved within the UniTown for the development of the third medical school campus. The Government has established the Task Group on New Medical School (Task Group) responsible for devising the direction and parameters for a new medical school. The Task Group would extend invitation of proposals within 2024 to universities interested in establishing the new medical school.

Comprehensive Residential Neighbourhood

A comprehensive residential neighbourhood will be planned around the proposed NOL Main Line NTM Station. A “15-minute neighbourhood” concept will be adopted.

Self-sustained Neighbourhood

Apart from residences, the NTM neighbourhood will be equipped with a range of shopping, leisure and entertainment facilities, alongside essential government, institution and community facilities, so as to serve the future students, teaching staff, researchers and medical workers from the UniTown and Integrated Hospital. In view of the development positioning of NTM, the housing will predominantly be private.

Blue-green Communal Space Network

There will be an open space network, radiating from the railway station and encompassing the whole NTM. The central open space will be lined with commercial and leisure facilities, facilitating interactions of people, and meeting the social needs of the younger generation, creating an array of open and diverse living spaces. The open space network will extend along the revitalised nullah in an east-west direction, serving as a key pedestrian and cyclist corridor across NTM.

Transport Connections

Railway Transport

  • Upon completion in 2034, the NOL Main Line (with NTM Station) will connect the existing East Rail Line with Tuen Ma Line, forming a railway loop traversing the New Territories and the metro area. It will only take about 30 minutes to reach the Kowloon metro area.
  • Through the proposed NOL Spur Line, it will only take 15 minutes to reach HSITP and Shenzhen.

Road Transport

  • On top of the existing San Tin Highway, the planned NM Highway will traverse the entire NM, shortening the distance between NTM and other NDAs.
  • The proposed new connecting road with STT will further enhance the internal connectivity within the I&T Zone.

Integrated Development with a UniTown Vibe

A number of place-making measures will be adopted to form a unique UniTown vibe, such as developing an open and inclusive campus and neighbourhood, encouraging walking and cycling, and developing quality public spaces.

15-minute Neighbourhood

A “15-minute neighbourhood” concept will be adopted, whereby the use of green mobility between residential areas and key community resources will be encouraged. It would foster a neighbourhood that is pedestrian and bicycle-friendly, with low-carbon commuting, whilst promoting social cohesion.

Multi-functional Riverside Park

The Riverside Park will be designed with blue-green infrastructure to reduce flood risks and enhance environmental sustainability; leisure and recreational uses will be integrated to create pleasant and engaging public spaces. The Riverside Park will also form a key pedestrian and cyclist transit corridor connecting the entire UniTown.

Creating a Resilient and Sustainable Urban Future

Smart, Green and Resilient features will be integrated in NTM, such as green transportation modes; incorporating smart city design elements; arranging recreational areas and breezeways according to prevailing wind directions; creating green communities; and introducing blue-green infrastructures.

Comments Submission

A 2-month public engagement exercise is conducted from 14 November 2024 to collect public views. A series of activities including roving exhibitions and briefing sessions with relevant stakeholders would be arranged. Members of the public are welcomed to provide views by post, email or fax on or before 13 January 2025.
