Ngau Tam Mei (NTM) New Development Area (NDA) is
situated to the northeast of Yuen Long New Town, within the
Innovation and Technology (I&T) Zone of the Northern
Metropolis (NM), adjacent to the San Tin Technopole (STT).
Upon completion of the planned Northern Link (NOL) Main
Line in 2034, NTM NDA will only be one station away from
STT and well connected with the rest of NM and the urban area.
Through the planned cross-boundary NOL Spur Line and new
Huanggang Port under construction, NTM NDA will also enjoy
easy access to the Hong Kong Park of the Hetao Shenzhen-Hong Kong Science and Technology Innovation Co-operation
Zone (Hetao Hong Kong Park) and Shenzhen.
The NM Action Agenda promulgated in 2023 stated that NTM would reserve land for post-secondary institutions, with a focus on scientific research to complement the I&T development in STT, promoting “research, academic and industry” collaboration. The 2024 Policy Address further announced that the Government had earmarked at least 80 hectares (ha) of land in NM (NTM, New Territories North New Town and Hung Shui Kiu/Ha Tsuen NDA) for the NM University Town (NMUT). Land has also been reserved in NTM for developing an integrated medical teaching and research hospital (Integrated Hospital) and the third medical school.
NTM NDA is positioned to be an “Academic and Research District”.

UniTown
To realise the vision of developing NMUT, at most 52 ha of land in NTM has been reserved for the development of a university town. The UniTown in NTM can dovetail with the overall I&T development of the STT and the Loop, including life and health technology industries, and can be used for joint development with the third medical school and integrated medical teaching and research hospital. This would help promote integrated development of education, technology and talents, and promote Hong Kong as an international hub for high-calibre talents.
Integrated Medical Teaching and Research Hospital and Third Medical School
About 10 ha of land has been reserved in NTM NDA for a new Integrated Hospital. Apart from providing a comprehensive range of healthcare services for the existing and new population in NM, the Integrated Hospital will also be a teaching and research hospital, accommodating teaching, training and research facilities where medical and healthcare professionals will be trained and clinical trials and research conducted. The Integrated Hospital will complement the development of life and health technology industry in STT and Hong Kong at large, promoting “research, academic and industry” collaboration.
Land has also been reserved within the UniTown for the development of the third medical school campus. The Government has established the Task Group on New Medical School, for devising the direction and parameters for a new medical school.
Comprehensive Residential Neighbourhood
A comprehensive residential neighbourhood is planned around the proposed NOL NTM Station to capitalise on the enhanced accessibility. A “15-minute neighbourhood” concept will be adopted.
Self-sustained Neighbourhood
Apart from residences, the neighbourhood community will be equipped with a range of shopping, leisure and entertainment facilities, alongside government, institution and community facilities, so as to serve the future students, teaching staff, researchers and healthcare professionals from the UniTown and Integrated Hospital. In view of the development positioning of NTM NDA, the housing will predominantly be private.
Blue-green Communal Space Network
There will be an open space network radiating from the NTM station. Major open spaces will be lined with commercial and leisure facilities, facilitating interactions of people, and meeting the social needs of the younger generation, creating an array of open and diverse living spaces. The open space network will extend along the revitalised nullah in an east-west direction, serving as a key pedestrian and cyclist corridor across NTM.
Transport Connections
Cultivating UniTown Vibe
A number of place-making measures will be adopted to cultivate a unique UniTown vibe, such as creating landmarks, unique built forms, stepped building heights, view corridors, quality public spaces, an inclusive campus and neighbourhood, and encouraging walking and cycling.
15-minute Neighbourhood
A “15-minute neighbourhood” concept will be adopted, whereby the use of green mobility between residential areas and key community resources will be encouraged. It would foster a neighbourhood that is pedestrian and bicycle-friendly, with low-carbon commuting, whilst promoting social cohesion.
Multi-functional Riverside Park
A riverside park will be designed with blue-green infrastructure to reduce flood risks and enhance environmental sustainability. Leisure and recreational uses will be integrated to create pleasant and engaging public spaces. The riverside park will also form a key pedestrian and cyclist transit corridor connecting the UniTown.
Creating a Resilient and Sustainable Urban Future
Smart, Green and Resilient features will be integrated in NTM NDA, such as green transportation modes; arranging open spaces and breezeways according to prevailing wind directions; creating green communities; and introducing blue-green infrastructures.
Urban-rural Integration
Wai Cheung Ancestral Hall and the former Yau Tam Mei Primary School are proposed to be preserved, with flexibility for adaptive reuse. Putting life back into these buildings would help preserve memories of Yau Tam Mei Tsuen, whilst enriching the townscape.
The new public transportation system, infrastructure and community facilities could improve the quality of living and convenience of the surrounding villagers and residents. Low-rise uses are proposed to serve as a buffer between the new developments and the wider rural setting to ensure design harmony. NTM drainage channel will be revitalised adopting nature-based solution to promote biodiversity.
A two-month public engagement (PE) was conducted between 14 November 2024 and 13 January 2025 to solicit public views on the development proposal of the NTM NDA. Please refer to the PE report for the key views received from the public and stakeholders, and the government’s responses.
